The Times They Are Changing

Let’s start with something very positive.  I had the great privilege of participating in my first RAM (Remote Area Medical) in Pikeville this June (see the KDA Today May/June 2010 issue).  It is very easy to forget about the extreme needs of many of our fellow citizens when practicing in our own little worlds, insulated from those needs. I’m sure many of us find it rewarding working in our own quality dental practices, practices that we have built and maintained through our own vision and dogged determination.  And I’m sure that many of us give our services away for free or for a reduced fee when we come upon patients who need it.  However, in working at a RAM, I found it rewarding on so many more levels.  It is very heartening to work in concert with one’s colleagues, giving freely of their time and talents to help those who have no means to get it other than through charitable dental events like RAM or GIVE KIDS A SMILE.  In working at these events, one gets far more than one gives because doing so provides us with food for the soul. It just feels good.

I had hatched the idea of proposing that the KDA establish a Charitable Dentistry Committee to assist local communities that wish to put on their own events when I was President-Elect.  My RAM experience just reinforces that decision.  If the House will agree with me, I hope to charge the committee with the responsibility of creating and maintaining a repository of information, expertise and assistance in planning and putting on charitable dental events throughout the state. One could argue that such a move is also self-serving. If we provide for the dental needs of the less fortunate citizens of this state, it may be less likely that outside forces which have their own agendas will be able to use the needy as an excuse to implement changes that we do not like. It’s a win for all involved.

As you may recall, the Board of Dentistry (BOD) recently passed and subsequently repealed a policy to take 40% of fine revenues and give them to charitable dental organizations of the BOD’s choosing.  I, as many of you, voiced an objection to this arrangement as it was first proposed. The idea was commendable but improper.  A different arrangement that could be considered would be to allow a fined individual to choose if they wished for a percentage of their fine to go to a charitable dental organization of their preference. That organization would have to be on a list approved by the BOD and only those organizations that helped individuals in Kentucky would be considered. These organizations could be Smile Kentucky, RAM Kentucky, the KDA foundation, a scholarship fund for dental students, one of the dental schools if used for charitable treatment of dental patients or others charitable uses approved by the BOD. If you object to such an arrangement, let me know. If you favor it, let me know as well.  Individuals at the Board have indicated a willingness to open a dialogue with the KDA about this and other issues. As I promised, I wish to discuss this and a number of other issues with the BOD and your input is important if the KDA is to adequately represent you.

On a more somber note, Dentistry in the state of Kentucky is forever changed.  Some of the changes are desirable and some are less so.  Although I have reviewed some of those changes and their impact on the way we will practice in the future in a mass E-mail sent to all KDA members for who we have E-mail addresses, such a review is inadequate at best.  To fully understand the implications of totally throwing out the historic old living document that was our Dental Practice Act and replace it with a totally new one, a brief historic review of the Dental Practice Act and how it has morphed through time is necessary.  I invite you to visit the perspective that is offered as a feature presentation in this issue of the KDA Today. I think you will find that it answers many of your questions.
