Delegates Report from the 2010 American Dental Association House of Delegates, Orlando, Florida

The 151st Annual Session of the ADA recently concluded in Orlando, Florida.  Dr. Raymond Gist of Michigan was installed as President.  Dr. William Calnon of New York was elected as President-elect.  Dr. Patricia Blanton of Texas was elected as Second Vice President.  The Kentucky Dental Association was well represented at the House of Delegates by the 6th District Trustee, Dr. Ken Rich, Delegates, John Creech, Andy Elliott, Fred Howard, Bill Lee and Mike Johnson, Alternate Delegates, Barry Curry, J.D. Hill and Beverly Largent, KDA Secretary/ Treasurer, Ted Logan and KDA Executive Director, Mike Porter. 

Our own Dr. Andy Elliott announced his candidacy for ADA President-elect.  His opponent will be Dr. Robert Faiella from Massachusetts.  The election will be held during the House of Delegates meeting next year in Las Vegas.  We all need to get behind Dr. Elliott’s candidacy in the coming year.  Any contacts that you can make across the country will be most helpful.  Also we need to give financial support to the campaign, which is being managed by Beverly Largent.  Campaign contributions can be made to Andy Elliott for ADA President-elect and mailed to the KDA office at 1920 Nelson Miller Parkway, Louisville, KY 40223.

There were many issues that your HOD worked through this year.  A dues increase of $7.00 was passed to balance the budget.  The Board of Trustees presented a budget that was very lean and even with several new initiatives passed by the HOD, the dues increase was minimal.  Your association has worked very hard during these tough economic times to keep dues increases minimal while still maintaining vital programs.  A proposal from the Council on Communications to upgrade and enhance our information technology infrastructure was seen to be vital to the association and to our members.  To fund this vital initiative requires a onetime assessment of $23.00.  In an effort to communicate better and to make the ADA more responsive to its members needs, this initiative was passed. 

Dental Workforce issues were a major part of the HOD discussions this year.  A resolution was passed to emphasize that to maintain the highest quality of oral health care, the dentist be the provider that performs examinations/evaluations, diagnoses, treatment planning and performs surgical/irreversible procedures which are defined as the cutting or removal of hard or soft tissue.  In support of the ADA position on Workforce, there were other resolutions that were passed to strengthen that position.

A resolution was passed that allows the Council on Dental Education and Licensure to recognize interest areas in general dentistry excluding ADA recognized specialties.  These interest areas must have evidence-based scientific and clinical dental knowledge that is distinct from other areas of general dentistry education and practice and must meet specific criteria.  The HOD asked that a request for proposals process for the development of a portfolio-style examination for licensure purposes be initiated.  A resolution opposing 3rd party fee limits for non-covered services was also passed to give support to ongoing efforts in the individual states on this issue.
