We Need To Do a Better Job of Communicating

Communication is a two-way process.  I may talk, but if it is not possible for you to listen, we are not communicating.  We currently have around 1,200 current accurate E-mail addresses for our members.  That means a number of you have not updated or provided your E-mail addresses to the KDA and therefore, have not been getting some very important informative E-mails during this entire legislative process.  If you have not been getting these periodic E-mails, you may need to update your E-mail address with us.  We will make this a very easy process.  If you simply send an E-mail to Judy Brown at Judy@kyda.org titled, “UPDATE” and add your name to it, we will take it from there.  Information is power.  If you allow us to communicate with you, the KDA can be a far more powerful advocate for your interests in these perilous times.  Don’t do this for me, do it for you.

 

The Sedation and Anesthesia workgroup I formed have completed their work and submitted their results to the Board of Dentistry.  The members of that workgroup spent many hours in an attempt to get the best Regs possible and I would like to thank them for their efforts.  So thanks to Drs. Chris Babcock, Richard Pape, Jill Harris, Elisa Pape Millett, Charlotte Haney, Rodney Jackson, Ted Raybould and B.J. Moorhead.

 

Next, let me repeat some information that I E-mailed to you concerning the latest changes to the proposed regulations made by the Kentucky Board of Dentistry at their September Board meeting in response to testimony received on the regulations.

 

Those who took time out of their busy lives on August 31st to present verbal testimony to the Kentucky Board of Dentistry (KBD) on a variety of issues should be commended. I would like to mention them by name:


Thank you to Dr. Richard Pape, Dr. Chris Mattingly, Dr. Doug McCall, Dr. John Rakutt, Dr. Samantha Shaver, Donna Ruley, RDH, Dr. Mike Mansfield, Dr. Elisa Pape, Dr. Joseph Lyvers, Dr. Greg Strull, Dr. Keith Ray, Dr. Mike Johnson, Dr. Steve Anderson, Dr. Bob Clark, Dr. Don Scharfenberger, and Dr. James Harrison.

 

After reviewing the testimony given the week before, the KBD voted to throw out the entire Registered Dental Assistant Regulation and replace it with a totally new regulation.

 

Dental assistants will no longer have to interact directly with the KBD. Instead, the registration will be kept by the dentist for whom they work. A personnel folder on each registered dental assistant employed will have to be maintained. In addition to an HIV Course Certificate, a record of Hepatitis B vaccination or a vaccination waiver signed by the employee and a CPR Certificate/Card, the folder should contain any of the following that would apply to the assistant:

  • Coronal Polishing Course Certificate
  • Radiation Safety Course Certificate
  • Starting IV Access Lines Certificate
  • A Delegated Duties List Form indicating which duties the assistant has been trained to do, who trained them, when training was completed

Dentists will have to list all registered dental assistants they employ on their license renewal application every two years. Assistants hired between licensure renewal years should have folders maintained until they are reported on the dentists’ next renewal.  It would be a good idea to have personnel folders completed by July 2011. Folders will have to be retained for seven years after an assistant leaves. Audits can be done by the KBD to insure compliance and any complaint received and investigated by the KBD will trigger an inspection of all personnel folders.

This new proposed substitute regulation is not final yet and could be changed further by the Administrative Regulation Review Subcommittee.  I will keep you posted by E-mail on further changes as they arise.
